REPRESENTATIVE  MIKE CHENAULT,  Chair, called  the House  Special                                                               
Committee on Military  and Veterans' Affairs meeting  to order at                                                               
8:15 a.m.

Committee members  present were Representatives  Chenault, Masek,                                                               
Murkowski,  Cissna, and  Hayes.   Other legislators  present were                                                               
Representatives  Foster, Dyson,  Wilson, Lancaster,  Coghill, and                                                               
Stevens, and Senators Austerman, Davis, and Leman.                                                                              
                                                                                                                                
SUMMARY OF INFORMATION                                                                                                        
                                                                                                                                
MAJOR  GENERAL  PHILLIP   OATES,  Adjutant  General/Commissioner,                                                               
Department   of  Military   and   Veterans'  Affairs,   addressed                                                               
legislators'  concerns   about  the  types   of  security-related                                                               
decisions  required  in  Alaska;  he referred  to  not  only  the                                                               
terrorist attacks  [in Washington,  D.C., and  New York  City] on                                                               
September  11, 2001,  but also  numerous terrorist  activities in                                                               
the past  few decades.   He presented  and discussed at  length a                                                               
handout  titled  "State  of  Alaska,  Terrorism  Disaster  Policy                                                               
Cabinet,  Executive  Summary  and Financial  Information,"  dated                                                               
November 12, 2001;  he asked Chair Chenault to  decide whether to                                                               
release confidential  portions not  made available to  the public                                                               
at the hearing.                                                                                                                 
                                                                                                                                
MAJOR   GENERAL  OATES   also   provided  a   handout  from   the                                                               
department's  Division  of  Emergency Services  titled  "Homeland                                                               
Security Budget Presentation," as well  as an article in the Fall                                                               
2001 issue of  National Guard Review titled "MG  Phil Oates Looks                                                             
at Unique Missions for the Guard."                                                                                              
                                                                                                                                
GARY L.  HAYDEN, Director,  Construction, M&O,  Southeast Region,                                                               
Department  of  Transportation   &  Public  Facilities,  answered                                                               
legislators' questions relating to his department.                                                                              
                                                                                                                                
JAY  LIVEY, Deputy  Commissioner, Department  of Health  & Social                                                               
Services,  answered   legislators'  questions  relating   to  the                                                               
ability to deal  with smallpox and anthrax if  used as biological                                                               
weapons; regarding smallpox, he emphasized  the low risk but huge                                                               
consequences.
